Annan Suggests Sweeping Reforms for U.N.

United Nations Secretary-General Kofi Annan proposes major changes to the world body. The reforms would expand the Security Council, keep countries that violate human rights off the Human Rights Commission, and make it harder for insurgencies that use terrorism to claim legitimacy.

The United States has expressed support for some of the proposed changes, such as those affecting the Human Rights Commission and the definition of terrorism. But it remains to be seen whether Washington will be fully engaged in efforts to reform the U.N.
