The money comes from the Department's School Improvement Grants program.
Ten states received grants, and Michigan was second to Texas in the amount given. Texas will get $46.7 million through the SIG program.

School Improvement Grants are awarded to State Educational Agencies (SEAs) that then make competitive subgrants to school districts that demonstrate the greatest need for the funds and the strongest commitment to provide adequate resources to substantially raise student achievement in their lowest-performing schools.
The Department of Ed says the most effective way to turn around schools is through "effective community engagement."
They released this paper highlighting how schools can go about building community engagement to support their schools.
