One of the state of Michigan’s former emergency managers says the strategy might work for some cities, but an emergency manager just doesn’t work that well for school districts.
Tony Saunders is the former emergency manager of Benton Harbor.
"If you consider the overall strategies that EM's deploy in cities -- reduction of cost, increased revenue from taxes or fees or fines, layoffs or benefit reductions, and pension and healthcare modifications, and then most importantly, defer capitol expenditures or investment," Saunders said. "And none of those work well in schools."
